Security Update
In September 2023 and again last month, we ran an educational article about your Association’s new TrafficLogix Guardian Pro speed detection system, which is equipped with LIDAR and a camera. The article also contained information about The Landings Association’s authority to utilize cameras to enforce speed limits. Based on some feedback we recently received, I believe this information is important enough to share a third time.
To clarify how TLA can use cameras for speed enforcement, we are not enforcing state laws, but rather enforcing Landings Association Rules and Regulations. The Landings Association obtains its authority to develop and enforce reasonable Rules from the Covenants, which reads:
11.3.1 Authority. The Association has the authority to develop reasonable Rules and Regulations, including Architectural Guidelines and Private Property Maintenance Standards, and to enforce such Rules and Regulations, the Declaration, and Bylaws, as provided herein. The Rules and Regulations shall apply to all Owners, occupants, visitors, guests, and tenants. These powers, however, shall not limit any other legal means of enforcement by either the Association or, in an appropriate case, by an aggrieved Owner.
The recent Community Survey and traffic engineering study both had a very strong common thread, which was a desire for more enforcement of community Rules and Regulations on our streets and paths. The Guardian Pro system is one tool we can use to assist with enforcement.
On January 10, we deployed the system on Landings Way South near TLA’s office. There were 933 vehicles photographed traveling in excess of 45 MPH in a one-week period from January 10 to January 16. The highest speed recorded was 63 MPH. Courtesy reminders will be sent to individuals exceeding the speed limit.
In other safety news, we continue to enforce TLA’s Rules and Regulations regarding operating golf carts. One of those Rules states that any person operating a golf cart must have in their possession a valid operator’s license. A driver in possession of what is commonly known as a “learner’s permit” must be accompanied by a licensed driver at least 21 years of age. During 2023, TLA Security issued 42 warnings and citations for golf cart-related offenses, including unlicensed driving. As we pick up our compliance measures for speed limits on our streets, we also will be using hand-held LIDAR to enforce speed limits on community paths, which currently is 18 MPH.
On a positive note, we are in the process of recruiting a Traffic Safety and Compliance Officer to assist with the process of improving safety on our streets and paths. We also thank those who participated in the Community Survey for all the high marks, encouraging comments, and praises we received in the 800+ comments. As humans, we sometimes miss the mark, and we appreciate constructive feedback in those instances as well. Thank you for the opportunities to improve.
