President’s Update - August 28, 2024

Just when the LiveOak Fiber to home project was completed, AT&T began digging in Midpoint and soon will move to the Bartram Road, with the intent to improve their network. Digging and cable laying are to be expected for another six-to-eight weeks.

TLA’s Strategic Water Committee is charged with leading our community toward sustainable water use. One of the initiatives is promoting use of smart irrigation controllers linked to local weather station rain sensors. The controllers will turn off water when rain is imminent. Road and community path safety remains a heightened concern. Progress is apparent in our changed behaviors, with a 56% decrease in speeding violations and more awareness of the speed limits as we slow down. Contractors and employees also are subject to TLA Rules. I had an unfortunate experience recently with two teens. They cut right across the road on their electric scooters directly in front of my car. I am certain that both were in their early teens. Major accident averted! They demonstrated their inexperience, wore no helmets, and obviously had no regard or recognition for oncoming traffic, speed, or right-of-way issues.

TLA has Rules on community path usage by electric scooters. These are based on Georgia’s electric scooter laws. Some of those provisions are outlined below. The scooters these rules apply to are not to be confused with ADA Mobility Vehicles, which are allowed on the Community Paths.

  • Riders must be at least 16 years old to operate an electric scooter without supervision.
  • If supervised by an adult and under 16 years, riders must wear a helmet.
  • Electric scooter speed is limited to 15 mph on level ground.
  • Riding on sidewalks and paths is prohibited.
  • Electric scooters should be used on bike lanes or the roadway, and they must follow the same rules as bicycles in these areas.

Preliminary cost estimates were delivered last week for potential development of a Landings Harbor Picnic Pavilion. These estimates were well outside our budget. The Task Force will review the current designs, with the goal of an expected redesign and emphasis on reduced costs. No decisions have been made at this time regarding the development of a Picnic Pavilion at Landings Harbor. When the Association has something concrete to share, we will do so. The intent is to receive community buy-in before proceeding in any meaningful way. We will provide more information as it becomes available from the working group mentioned above.
