Changes to The Landings Association’s Rules and Regulations
After several months of review and feedback by The Landings Association’s Board, committees, staff, legal counsel, and the community, changes to the Rules and Regulations are now finalized.
These changes include such items as defining golf cart sizes and speeds, clarifying where yard debris can be placed and when, and adding Rules for Landings Community Park, mirroring those of our other amenities. These changes are effective as of September 26. Click here to read the entire updated version of the Rules and Regulations. Below are some highlights of changes to the document.
- B. Definitions - This section was modified to better define various terms, including explaining the various classes of Electric Bikes, Due Care, and defining Golf Carts. The Landings Rules and Regulations defines a golf cart as “any electric motorized Vehicle for the purpose of transporting one but not more than six persons, and shall not exceed a maximum speed of 25 MPH, or have a gross Vehicle weight of more than 1,650 pounds.”
- G. Golf Carts - Item 9 of this section explains that seating capacity on Golf Carts shall not exceed six people, and all passengers must be seated. Item 10 prohibits any person or animal from sitting in the driver’s lap while the cart is in motion. Likewise, standing or hanging on the Golf Cart while it is in motion also is prohibited.
- H. Community Paths - Item 7 of this document has been updated to allow Class 1 and 2 electric bikes on Community Paths and Trails. Motorized Vehicles, other than Golf Carts and Class1 and 2 electric bikes, are not permitted on Community Paths and Trails. Additionally, this section reads: “Privately owned Neighborhood Electric Vehicles (NEV) and Low Speed Vehicles (LSV) are prohibited from operating on Community Paths, and must comply with all Federal, State, and local laws if operated on the streets.”
- I. Common Property Use - Item 3 of this section now includes a Debris Placement Graphic to help residents understand better where yard debris should be placed. It includes the reminder that yard debris must not be left on Common Property, including streets and storm drain boxes but excluding the right-of-way immediately adjacent to the homeowner’s property.
- J. Lagoons, Marinas, and Fishing - Updates to this section include item 7, which has been simplified to read: “Wading and swimming are prohibited at Delegal and Landings Harbor Marinas. Ladders are only for emergency rescue purposes.”
- L. Landings Community Park - This new section of the document outlines Rules for the Park that are similar to those for other Landings Association amenities. It includes hours of operation, lists prohibited items and behaviors, and defines terms of use and reservation requirements.
- M. Residents’/Members’ Responsibility - Item 5 of this section has been updated to allow yard debris to be placed curbside no more than two days prior to the scheduled Chatham County pickup. Previously, items could be placed curbside no more than one day in advance of the County’s collection. Item 8 of this section also has been modified to prohibit feeding, intentional or otherwise, of any wildlife, excluding birds. This includes feeder stations, broadcasting feed, or otherwise making readily available food (including salt licks) that would be attractive to wildlife. The feeding of birds using bird seed in feeders is allowed.
